Basically. Among the drivers there's him, Hamilton and Alonso at the top level, everyone else a tier below (perhaps Lando is there - hard to know just yet). Meanwhile the Red Bull is fast and reliable and the team tends to do well with strategy. Leclerc is ok but not at Verstappen's level and the car is slow and unreliable and hampered by Italians running strategy. Alonso is in an improving Aston but it's not quite there yet. Hamilton is in a Mercedes that isn't fast enough though the team executes its strategies well. Nobody else has the car or driver to challenge, so yeah it's there for the taking for Verstappen given Perez is a very good B-tier driver but not at Verstappen's ridiculous level.
I still think Leclerc is an exceptional driver that could drive on the highest level, but issues with his car and questionable team strategy decisions sucked out the energy and will out of him.
He had a few mistakes last year, but it'd be curious to see how mentally strong is he in the long close battle for the champ during all season.
For me he's clearly better than Sainz but he makes too many mistakes (which could admittedly be due to pushing a poor car but then Alonso's been pushing shit cars for years without those issues). Also he doesn't drive the team strategy in the way other better drivers do - you see Verstappen do it, you see Alonso do it, Leclerc less so.
Yeah, he could've been more persistent in this area and take responsibility in his own hands sometimes. Even Sainz seems to be more involved in strategy questions.
So... Two ECUs was lost in one race for Leclerc car, and two ECUs are expected to last for the whole season. Now Leclerc faces grid penalty in Jeddah for using the third one, just in the second race of the season.

Also, I wonder, do you brake with left foot in F1 simulators or in racing simulators in general? I always brake with right foot like in the real car, but probably need to try left foot braking for better control.
