Its a MicroProse game...just not sure which. A few were on PC and console.

I can find next to no info on this one, but Jump Jet/Harrier Mission?

Ok, I might be away for a few days, so I will drop a pretty massive hint.

It is not a MicroProse game (at least when released), but the original publisher (for the home computer versions) was also well known for its simulations. Having said that, there is a shared destiny between MicroProse and this unknown publisher.
 
Is it one of "Jane's" titles?

No, pre-1993.

Arkam has been the closest.

Recap:
Released on various home systems of the era, and a single console port (not SNES)
Specific historical context. There is an associated campaign.
Real planes.

New hint:
Both aircraft have been retired from active service in their country of origin.
The first mission in the campaign is based on a notorious real casus belli incident.

Ok, close, but not MicroProse (it was another flight sim giant of the era).

@Arkam was the closest with Falcon.

This has gone on for a fair bit, so a few more hints:

It came bundled with a novel.
The publisher first held the US publishing rights to a certain Soviet game.

Flight of the Intruder was developed by Rowan Software (well known Brit flight sim devs) and published by Spectrum Holobyte in 1990. An NES version was also developed by Imagineering and published by Mindscape.

Spectrum Holobyte went on to merge with MicroProse in 1993.

The home computer versions are bit of a hidden gem. It was well received by the gaming media, and was received as somewhat of the successor to Falcon back in the day. The campaign starts with the Tonkin Gulf Incident. You have the option of two aircraft, the A-6 Intruder (hence title) and the F-4 Phantom II.

I am a bit of a flight sim nut and have a shrink wrapped copy in my collection:
