I loved both my playthroughs (once on PS4, once on PS5). Cut away all the story and you still have a pretty unique game: build the world, optimize your routes, and learn the nuances of traversal. It has more in common with economic/efficiency games like Factorio than you'd think
The third person driving and shooting are pretty fun too. Clowning on the orange guys and the soldiers is less lethal than the avg encounter in MGS5, but otherwise has a similar thrill. Even so, it's an economic simulation game that won't appeal to everyone.
Personally I loved the story. Can't wait for the sequel
