Is it capitalism?
I totally don't get the fixation on Scare Crow in any Batman series of movies post-2000. You could have Penguin, Two-face, Riddler, Joker, Catwoman, or Mr Freeze, and yet we keep going back to Scare crow.
What movies featured Scarecrow besides Batman Begins? I could see him getting more mileage than he has in the past. They both utilize psychological warfare on their opponents; Crane being a psychiatrist and Batman being the most mentally damaged superhero could lend itself to some interesting scenarios with the right writer/director.
The Penguin was prominent in The Batman.
Joker has been featured heavily in the Arkham games but in terms of live action, it will probably be difficult to do anything that will be considered as good as The Dark Knight. Joker is probably one of the most overused Batman villains overall though.
Mr. Freeze would be cool but I am not sure how you would do this in live action without him coming off as campy. Also his only combat schtick is "oh, he's got a gun that freezes shit!"
Two Face could be really interesting if done properly.
I guess that one was it. I tried to watch The Batman a couple of years ago and could have swore it was all about Scarecrow. I got too bored to continue like 20 minutes into it and had to shut it off when a neighbor suddenly showed up unexpectedly. Never went back.
He's not even in it. The Riddler is the big baddie in that one.
