Joel, his environment made him much tougher and more brutal than Arthur could ever be.
I voted Joel just on the fact that I loved TLoU and never played as Arthur. I'm willing to be swayed however.
Joel has a wallhack, while Arthur has slow motion super aim.
Depending on the environment and the situation, it can go either way. Hand to hand, Joel wins. With weapons on horsebacks while moving, Arthur wins. Any building or area with many objects, Joel will stealth kill Arthurs ass.

Stealth is for cowards. In the honest unarmed fight Arthur would probably kick Joel's ass.
No way! In a gunfight, Arthur for sure, but in hand to hand combat (which is what I assumed OP was talking about) then Joel will clean Arthur's clock.
I've played tlou on release and don't remember much about Joel capabilities, but I replayed rdr2 recently and absolutely sure Arthur can take a big hit or two and still win a brawl.

Arthur. While he does have a soft moral center the man is a mean as hell outlaw and it's telling that he's the one the Van Der Linde gang sends out to collect on debts owed to them.
Not to disparage Joel, as the guy has lived for years in a post apocalyptic world and that would toughen anyone up. But I don't think he'd survive an encounter with Arthur.
Anyway, why would they be fighting? They're more likely to grab a drink together and reminisce on happier times.

Sure Arthur is tough, you had to be in the old West but Joel is just WAY tougher, because in his world, he fights almost non-stop every day against men and monsters alike just to survive.
Also Joel in 100% merciless:

Money is on Arthur if it was a fistfight/brawl. Reminds me of a guy I knew at school who got into a fight, and the other guy was wailing on him something fierce, and then the Arthur dude just grabbed the other guy by the shirt and just lamped him hard in the face and sent him into the Astral Plane. One and done.
If Arthur acted anything like how I played him in RDR2, Joel would have had his head blown off as soon as he said hello.

So this is a deceptively complex question. Now Joel in his prime was ruthless but the relaxed weary Joel from Part 2 would lose. Arthur on the other end has his own problems health wise in the last third of the game and so Joel would win.

Here's some perspective, Joel spent about 20 years fighting.
Arthur has been fighting and killing folk his whole damn life. Dude is an expert marksman. Joel is a tough guy, but Arthur has more experience and was in better physical shape than Joel(before the thing). Joel specializes in fighting smaller groups of people, Arthur has beaten entire platoons of people almost singlehandedly.

The more I've read here, the more I've been convinced. Ya'll talking about guns and wallhax.... Listen. Take the best professional basketball player from the 60's and put him up against the worst player in the NBA right now, and the 2022 NBA player would absolutely destroy the 60's player.
